This is reflected in the relationship between Every Neighborhood Partnership (ENP) and Hector Chavez, Executive Director of Hidalgo Community Development Corporation (CDC), a grassroots organization rooted in the heart of Fresno.

Hidalgo CDC’s mission is to listen, organize, and empower voices in the Hidalgo community. Under Hector’s leadership, the organization has taken bold steps to strengthen its neighborhood through advocacy, relationship-building, and local leadership development.
Along the way, Hector sought out partnership—not to outsource solutions, but to deepen impact. Through collaboration with ENP, Hidalgo CDC accessed practical trainings and peer support that strengthened the work already happening on the ground. From literacy efforts to neighborhood events, the partnership provided tools and structure that complemented the heart and vision Hector and his team already had.
